AI Chatbots Deliver ‘Misleading and Partial’ Voting Advice, Claims Netherlands Regulator

AI assistants are proving to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has reported, raising alarms about a possible risk to democratic processes just over a week before national elections.

Study Shows Consistent Bias in Chatbot Recommendations

The four chatbots evaluated by the AP “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the regulator explained in a report released ahead of the 29 October election.

In more than half of the cases, the AI recommended either the far-right Freedom party (PVV) of Geert Wilders or the progressive GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the centre-right CDA, “are rarely ever cited”, even when the voter’s query precisely aligns with the stances of these parties, the study indicated.

Official Warns Against Using AI Chatbots for Voting Guidance

The deputy head of the data protection agency, Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Voters were being pushed toward a political group that might not correspond to their political views, she emphasized.

“This immediately affects a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against employing AI assistants for election recommendations, as their operation is unclear and hard to confirm.”

Voting Background and Political Landscape

The Dutch head to the polls on October 29 in an election that will be keenly observed across the continent for the performance of the Freedom party.

The right-leaning group of Wilders is leading the polls but the gap to the left-wing and centre-right parties appears to be narrowing, with numerous electors still undecided.

Every significant political faction have rejected a coalition with the Freedom party, implying the party that comes second is highly probable to provide the next prime minister.

Unintentional Bias Linked to AI Operation

The authority emphasised that the bots were not deliberately biased, and that their “noted flaws” are a result of the way AI chatbots operate.
